YPR 2024 Federal Legislative Priorities

• 10% Recovery Support Set-Aside

Support Congressional approval for a 10% guaranteed set-aside for recovery support services (as opposed to only prevention and treatment)  in SAMHSA’s Substance Abuse Prevention and Treatment Block Grants. This set-aside would establish a dedicated funding stream for recovery support services that has not previously existed.

• Reentry Act

The Reentry Act would allow Medicaid to restart coverage for eligible incarcerated individuals up to 30 days prior to their release from a jail or prison.  It will also make it easier for states to provide effective addiction services and treatment, allowing for smoother transitions to community care and a reduced risk of overdose deaths post-release.

• RESTORE Act

The Re-Entry Support Through Opportunities for Resources and Essentials (RESTORE) Act would repeal the lifetime ban on individuals convicted of a drug felony from accessing the Supplemental Nutrition Assistance Program (SNAP) benefits.
